More info:

I can run FOXCODE.APP manually from the VFP7 directory. The initial IS screen looks normal; however when I click on "Web Services" the Application Builder Wizard appears.

I've tried uninstalling and reinstalling VFP7, but to no avail. Must be a registry setting or perhaps a config.fpw thing?
