Jet 2 & 2.5 can access Btrieve database. You'll have to stick to 16-bit apps if you want to use Jet.
Another solution is an OCX from Smithware. Comes in 16 & 32 bit versions. It doesn't use Jet at all and it's very very fast.
I scanned the VB Tech Journal article and looks that the author is wrapping on the Btrieve engine. Use with caution.
