That's been one of the lock-in features of Microsoft's monoply -- persuading peripheral makers to dumb down their devices and make API calls to the WinXX OS, thereby locking alternate OSs out of the market. You will notice that when the internal processing was transfered to WinXX the prices of the devices hardly dropped at all. Some WINE based drivers for WinModems, WinPrinters, etc., are starting to appear, but the best installations for Linux come on hardware that doesn't rely on Win.

I make sure that all PCs I purchase are OS independent.

You'll love it! The GUI interface designer is QT-Designer, which is activated by menu from within KDevelop. You create a .ui file and then add it to your project. QT's 'Emitter - Socket" technology is easier to implement than the old C callback stuff. The emitters emit a message into the program loop and sockets for which that message makes sense respond. Sort of like an ethernet network.
