Do you have indexes on airport, carrier and loc_code in CUSTWAIT?
What's the value of cFilter?

I think, that using this index is slowing everything down
index on region+AIRPORT+LOC_CODE+CARRIER+SHIFT to &cCuwIDX for &cFilter
