It's actually an API call - FindFirstChangeNotification() and FindNextChangeNotification(); it need not be the server. There's sample code in the MSDN docs under the topic Monitoring Changes in a Directory or Directory Tree in the Platform SDK section. It's best written in C++, C# or VB.Net AFAIC.
