It's known problem. See http://fox.wikis.com/wc.dll?Wiki~InstallShieldExpressAndVfp7~VFP

>Help! After installing a program developed in VFP 7.0 on a Windows 98 SE machine (Win 95 also), my .CHM Help file does not function. This problem is specific to situations where the help file is accessed in any manner within the application (i.e. the F1 key does not work, the HELP context buttons do not work and none of the Help menu items work). When this file is attempted to be accessed nothing happens, i.e. no error messages, as if there was no code to be run from the buttons or menu items. I know that the file is not damaged because I can run it just fine from outside the program (from Windows Explorer or the Start menu). Also, the .CHM file functions perfectly fine from my development machine (Windows 2000) from either source code or compiled code.

>The .CHM file was compiled using the latest version of MS HTML Help Workshop. Also, I'm using InstallShield Express provided with VFP 7.0. I've read the paragraph from the "Creating a VFP Application Setp Program Using InstallShield Express". In my distribution I've made sure to include the VFPHTMLHelp.msm as per the Microsoft instructions. I've even made sure that the FOXHHELP.EXE and FOXHHELPPS.dll files are both installed and registered on the target machine and that they are both the same version as the source machine.
