You can SET RESOURCE OFF in your main program, which will eliminate the necessity for the resource file.

If you must have the resource file, each user should have their own copy if you're running anything before VFP 7. VFP 7 allows the resource file to be open shared -- I believe there's a command-line switch that allows your app to point to the location of the desired resource file.
