Dan- If you haven't already, play with the settings in data grouping under the 'Report' menu item in the main menu in the report designer. The bottom half of this options screen has several settings that affect what you are trying to do. It's difficult to know what your report is doing without being able to look at it, but I am guessing that trying different settings here will at least get you pointed in the right direction.
I wish I could be of more help, but I use Foxfire! for almost all of my reports, so I have been able to avoid learning how to use the native reports designer.
