I've had a similar, but different, problem since I've rebuilt my PC with Windows XP Pro. My VFP runs fine. But for several days, every time that I rebooted the machine and attempted to open MS Outlook, I would have to go through the installation routine. It is no longer doing that and I do not know why it has "fixed" itself. Anyway, I am thinking that it is a problem with XP Pro not the other software application. I've been running XP Pro at home for awhile now and no problems there.
