There are numerous fixes to the VFP runtime in the service packs - have them download and install at least Visual Studio Service Pack 4 and install it on their development box, build a new set of runtimes from the upgraded development box and distribute the new runtimes to anyone not upgrading the developer version to SP4 on their box.
