Just a guess, maybe one of the Windows components isn't up to date on that pc. You can try to updated them by running Windows component update from WCU folder on VFP CD. If it helps see the list of windows component updated by WCU in baseline.dat and setup.sdb files in WCU subdirectory on VFP CD and try to figure out wich one is it.
