Personally, I have tried this and run into the some of the same problems that you are. Needless to say, in the end, I decided to make them seperate tables.

One major reason is that I am a student employee that will be graduating soon, therfor someone will have to take over my work when I leave. I dont want to be adding more complexity to what I design.

My boss also had a hand in this decision because he is the one that has to find new employees.

So my opinion is to make them seperate tables.
