This is a security feature of Outlook to prevent viruses from unauthorized emailed. Ted Roche, during one of his sessions at Whilfest, said there was a hack to prevent this. I'd be leary of applying that though.

Idea 1: I don't have Outlook at work here, but you could stuff all the email addresses into the TO property so that only one email is sent, thus one dialoge. I can't remember if the recipient seperator is a comma or a semicolon. You can probably tell that from you "sent items" folder.
Idea 2: Use a 3rd party tool that directly sends the email via SMTP and bypass the Outlook security features.
