VB shouldn't, IMO.

And if you go changing it to red, with blue caption, I'm not going to be able to read it. Oh, sure, maybe you can read it, but you're probably not color blind. Don't go messing with my chosen color scheme, thank you.

But, seriously, why would a programmer want to dictate what color the buttons are, w/o giving me any means to change it? And if you do give me a means to change it, then why not stick with the Windows color scheme that I'v already chosen?
