That's absolutely true in the case of an .APP, or with an .EXE fired from inside the development version of VFP; in both cases, the CONFIG.FPW for the VFP session has been established before the execution of the compiled project is stated. VFP does not shift it's initial settings inherited from CONFIG.FPW at the time that the VFP engine started up when it begins executing code. A compiled-in CONFIG.FPW is only effective if the executable containing the built-in CONFIG.FPW is used to initiate the execution of VFP.
