depending on your budget, The best quality and free way to conver a VFP report to a pdf format is to create first a .ps file, (using a printer driver for a ps type printer)
Then send the *.ps file through a program which converts the .ps file to a .pdf file.

there are free services which do just that.

Or download ghostscript (a free converter) and convert it on your own machine. by using the batch file ps2pdf.

So far, these are the best options I have found.
