When I've gotten these types of messages it's usually because some other component is missing from the computer. Since you are trying to install this on Win95 there could be a lot missing. I would look at the dependencies for MSXML3.DLL. You might need the DCOM95 update, maybe a MDAC update, and possibly an IE update to get the right versions of the right parts in the right place.

Try using REGSVR32 msxml3.dll and see if you get any better error message.
