Whilst that thread dealt with Japanese on VFP6.0 ( not Arabic on VFP7.0 ) I believe the concepts are the same. Please let me know how your project progresses as I have an interest in developing multilingual ( predominantly Asian languages in the Asia Pacific Region ) apps and would be most interested to see what approach you take.
