First off, you're looking at about 75-85MB to download (one time only) so broadband is a huge help.
Being on the other side of the pond, you'll definitely need to point to a different server for these downloads (you definitely do NOT want to try a North American site).
If you've got an AV product running try disabling it. I don't know for sure but IEAK may try to install and run an ActiveX to determine which system components need to be downloaded (a la WindowsUpdate) so your browser/AV should be set to allow this (or not disallow it, anyways). If your browser is not late-model IE you might try installing/updating to that.
As for proxy server, AFAIK IEAK uses standard ports so nothing special should be required there.
If the download is too daunting I believe you can get the components shipped to you as a CD from MS. That would be available in the same area you signed up for the IEAK.
