Maybe along the lines of the way the "Component Gallery" works (if I have its workings right in my mind) or even the Project Manager display.

So they don't show up on clicking the directory's plus sign, and they don't show up at the top with other directories.

I mean, keep the directory names in a table, add whichever fields would make sense, add another table with names of the files in each directory, and do a little SQL to find what you need. You could include any number of keywords for each directory or file entry, and that would be, IMO, faster than anything else, and you would have the pleasure of having a search engine far better than Windows Search utility.

My first thought had been along those lines, but I need something that is within (or almost identical to) Windows Explorer. [that's also why I came to Chatter FORUM - rules and all that]

I had read several MSDN News issues ago about calculating the "true" space in a (NTFS only?) partition, taking ino account a number of hidden or obscure factors/features/facilities that comandeer space for their own purposes. I had HOPES that at least some of this was used for some fancier things that are not too well publicised (to say the least).
