If it can be done, it would be done by creating a database link in the Oracle database with the CREATE DATABASE LINK sql command. This also means you have to place an entry in your TNSNAMES.ORA file with all the appropriate paramters of the Sybase database. I know it can be done for a DB2 database, but I did that years ago and have forgotten all the details. Hopefully, this will get you started down the right path.
