From experience, I would recommend the Express version (free with VFP7). If you need to run Custom Actions at any point in the setup, get the $350 version. Also, if you need the final setup.exe to be as small as possible, get the $350 version.
IMHO, InstallShield Professional is way overkill for most VFP setups...
