Tamar,

Apparently the new 'User Experience' book from Microsoft suggests that this is the proper place (Page 9 & 273). Evidently, since this location is hard-wired it allows for faster opening and simpler opening. I can see Microsoft's point but it seems to me to presume a sort of lowest common denominator type of thinking with respoect to user's intelligence. I suppose as Windows becomes more 'popular' that this is more of an issue. I can see their point.
However, having said that I think that there are indeed times to break the rules and I'd think that in real short order that directory will become so overwhelmed with file entries as to trade the faster opening/finding speed advantage with a slower load time for the file picker thereby eliminating the (at that point) so-called advantage.
I dunno.. I think at some point the user of files must take responsibility. Perhaps giving them a choice when we install/setup our apps with 'My Documents' as the default? Or, a custom directory under 'My Documents'?
Best,
