What version of VFP are you using? If you're using Setup Wizard from VFP 5 or VFP^, you must set at least one item in the list of files to be a "PM Item", or no shortcut will be created at all. If you are not using a toool such as Setup Wizard, Visual Studio Installer or InstallShield, but are trying to do your own installer by copying some files, this will not create a shortcut in any case.
