My understanding is that in order for a user to access HTML help, that user must have IE Explorer 3.0 or later installed. I would like to support as many configurations as possible.

Is there a way to provide HTML Help to users that do not have Explorer installed? Is there a runtime version of Explorer available? Do other browsers (such as Netscape) provide similar abilities? Are there other ways to provied help that do not have such limitations?
