User dictates aside, this revolves around the question of whether the user has an easy way to later undo what is done.
If you are dealing with dynamic inventory balances or time-critical transactions (bid or buy situations), then it can be real important to get it right the first time. Also, if what is changed is complex and would be difficult to undo, a confirmation may be appropriate.

On the other hand, if the information is relatively casual and can be easily changed later without the difference having caused significant problems, then a lack of confirmation is one less keystroke or mouseclick.

Be aware that in a production, heads-down data entry situation, confirmation is not appropriate. Also, if 99.9% of the entries will get confirmed, confimation may just become an automatic, and useless, habit.
