Not on all, but perhaps on most.
For instance, if I install Programmer's File Editor, it will register itself to open TXT files. This can actually be recommended to users, because PFE: 1) doesn't have the NotePad limitation of ca. 40 KB, 2) uses MDI.
Also, the user can change his preferences manually to use, e.g., WordPad or MS-Word for TXT files.
