You have been invaluable! I have been working on your suggestion and made some modifications, and I think it will work. Your insight was just the paradigm shift I needed.

I was trying to join the tables on the wrong fields. Rather than join on each table's primary key, I should have been joining on a projectID (in your example, the activeID). I knew I was going wrong when I was duplicating to much information between the two tables.
