I think that we have to take a step back and look at the name. web SERVICE. That is all it is is a service. Just like when we perform a service for a client.

Now how do we get paid for it? We Invoice a client, or set up a maintenance plan / retainer. I think that for many WS's in the future it won't be braodcast to the world, but will be available via private subscription.

Now what can you offer a client for a fee? That is an arean that will be the nut to crack next year!
