Well.... yes, in fact I faced this case for the last 4 years, as you said if the user formated/crashed his PC or even changed/upgraded his PC or the OS, after copying the files to the new place the system will not work, you have to reinstall the "security" part.

Here where the "Maintenance Contract" comes. :-)
