For simple software, you could use ISPY (it came free with my Video Blaster Webcam II - about 65 UK Pounds for camera and software). It will grab frames, etc.

Also, have a look at Axis Communications (they sell in the US too). The network camera they have is a complete web-server, so you do not have to attach it to a PC (just plug it into the network and use its IP address, etc.). I think the cheapest is about 300 UKP in the UK (might be cheaper in the US, most things are).
