Hi!
Some older WEB browser crash when viewing pages with frames. There were also other issues related to them, for example, in different browsers frames look differently. Latest browser do not crash, and there are a lot of tricks to avoid different looking in different browsers, so now there are no really strong reasons to avoid use of frames. UT site is full of frames and nobody cared so far - at least I do not know any word about UT to move to the version with no frames.
