I had a client with a similar problem who solved it and now has up to 30 users accessing the Win 2000 server (as a termimal server) at a time. The problem was solved by minimizing processor requirements on the server and using dual 1 gig processors. To minimize processor requirements each user ran a local copy of the executable. In addition the server was rebooted each night.
