We just made a program that has already been running for awhile on some stations available to the general population of the company, and I am finding anomalies in screen locations on monitors with varying resolutions, escpecially bad in 640x480 resolutions.

Forms tend to appear at the bottom of the monitor, with most of the command buttons below the monitor, forcing users to move the screen up before working.

I'm creating the forms at 640x480 size, though I keep my own monitor at a larger resolution. Is this the whole problem? Do I need to reduce the resolution of my own monitor when I create forms? Is there a simpler solution?
