TOAD is a GUI fontend to Oracle's PLSQL.
It has competitors that are as good and less expensive, notably PLSQL Developer.
DBvis is similar to both, but not as powerful. IFAIK, you can't write packages, procedures and functions with DBvis, but you can with the other two.
