I'm not at all sure that FULL is a worthy objective, and I think that fastest regardless (of optimization level) is what to go for.
We've already seen how well FULL works when you run with SET DELETED ON and an index on deleted. Who knows what else might show FULL similarly yet be slower than partial or none????? As processors get faster and faster we may come upon more combinations that do not perform well with FULL, simply because they may have been "hidden" by virtue of slow processing.
