I finally got it working. The problem is with SuSE's instructions on setting this up, and they vary between versions. SuSE 7.3 is really slick, but they changed the way they install PPPoE from prior version and never updated instructions.
>>I have the SuSE 7.3 test CD-ROM version. It runs Linux right of the CD and seems to work really well. The only thing I can't figure out is how to make my ADSL work properly.

>>I did what the instructions say but I can seem to only get it to work if I am logged in as root. When I log in as a user, the smpppd does not seem to startup properly. Does anyone know of the proper way of setting up ADSL?

>I'm running a static IP ADSL, using Roaring Penguin as my connection software. It took a bit of head-scratching to get things going, but I've had not a bit of trouble with it since. The software is supplied with Red Hat, though you'll want a more up-to-date version.
