Hi Kengwen

On a real Windows like NT or W2K, he can't as a normal user by default.

But more seriously, you can in a networked environment use user policies to restrict users from changing their system time. These settings are working with the registry, so there will be a key somewhere in either local_user or local_machine. I don't know the details out of the head right now, but I think you will find it in MSDN searching for policies.
