Just an idea with the ASP listener: If it's like any COM server you can call from ASP, then you could use the technique of using a stub COM server that calls the actual Web Service. That way you could recompile without STOP/STARTING IIS everytime since only your stub dll is locked by IIS. Just an idea - I haven't actually tried this.

I had the excact problem your having and found the problem to be with IIS and the way the soap isapi listener is installed and a bug in the property setup of IIS dialog to register the soap listener. I have not been able to get it to work. The asp listener works fine and I suspect this is what everybody is using to make it work. The problem with the asp listener is once it is instancated it locks the com object and I have to reboot to update my dll.
