Larry I hope that this comment is not for me If that was I didn't send anyone in a wild goose has I said in my post the file should state the full path that wasn't the case with Keith.
Your problem seems to be a different one I work with ISAPI listener without any problems if you want and ask in a polite way then I can help you figure out what is wrong if not ...
Another thing and this is my wish, I wish that people first read the message them understand it before sending any comments.

I had the excact problem your having and found the problem to be with IIS and the way the soap isapi listener is installed and a bug in the property setup of IIS dialog to register the soap listener. I have not been able to get it to work. The asp listener works fine and I suspect this is what everybody is using to make it work. The problem with the asp listener is once it is instancated it locks the com object and I have to reboot to update my dll.
