I found this at the second site Vlad gave you:

"The 2001 Microsoft Certified Partner program will end on December 31, 2001. The last day to apply for the 2001 program is October 31, 2001. Enrollment for the 2002 program begins in early December 2001. Please visit this site again for program information and enrollment instructions."

I tried unsuccessfully to find specific information at those sites on the membership terms; the above was all I found.
