Then, under the SOAP toolkit start menu option (SOAP toolkit needs to be installed on the server too, BTW) you should be able to run the "WSDL Generator" from the toolkit and would publish your web service based on the COM.
I am not ready to install SOAP SP2 again until I understand why it trashed Visual Studio.
