Pick any monospaced TT Font - Courier New for example, and then just play around with the settings to get your 16-17cps mode. There's no concept of 'condensed mode' - no special setting that changes the overall dimensionality of the paper. What you can do is simply design the report, and then in the Windows Print dialog, tell it 'Print to fit page'; if you're using a sizable, monospaced TT font, it'll be rendered consistently on the page. The front panel settings on the printer are very much ignored - part of the GDI behavior is to restore the printer and page condition to a known state before printing, so you can tell it to print sideways; the printer will take it back to it's standard settings and then behave as per the Windows print job's instructions to the GDI.

To obey the front panel, you need to bypass the GDI entirely, and that means using native fonts, and sending all your print codes explicitly. You can do this using something like my DIRPRTCLASS, available in the Files section, but it's not going to work in conjunction with standard Windows output as would be produced by the Report Writer. The only way I know to use the Report Writer or similar tools for this type of thing is to either report to ASCII and raw print it using DIRPRTCLASS or an equivalent, or define a Windows Printer of type "Generic/Text Only", which precludes the use of a graphically rendered font.

You can't have it both ways.
