File/directory security is only supported for file systems like NTFS. There is no file/directory security at all on Win9X machines. It isn't supported in the file system/OS so there is no tool for it.

You can create a share in Win9X and apply security to the share but that is limited to Read/Write permissions only, nothing as granular as you want.
