If you're developing a web site, and the code that will run the site is on the same server, no, you do not need to publish your class as a Web service. You can go with ASP or WWWC or (lots to choose from).

I thought that you wanted to create a page just for doing your conversion code over the interent. If thats the case, a Web service could be used, and you could run your utility from a rich client. Otherwise, the HTML interface may work best.
