Doug,

From some of the things I've read, it wasn't just Grey at work here. California was the first state to impliment the type of deregulation they did, but several states were just about ready to do the same. They all put on the keboosh as soon as Ca. problems surfaced.

A lot of it was politicians allowing themselves to be led by the power industry lobbyists.
