That actually is believable, and makes some sense if true. Nixon was doing this, he ended up looking bad, do the opposite of what he was doing, you look good.

Thats proabably where the problem is. If we need to send a clear message saying if the Government doesn't trust us, we can't trust the Government. ANd I'm not sure if its them not caring or not, its them being afraid of getting thrown in jail for not hurting anyone.
