Without a 3rd party tool, you can Shift+PrintScrn twice to put the entire screen into the clipboard. Paste it into Pait and then you can trim excess screen and annotate the results.

I also use Paint Shop Pro v7.0 and it gives you the ability to capture portions of the Screen.
