VPN is a transport mechanism; it doesn't offer a remote control capability to allow execution of an app on the other end. You need some sort of application server (PC Anywhere, Terminal Server) running on the computer you want to run the program on, and client software (PC Anywhere, terminal server client) to pass display content, keystrokes and mouse events to the application server.
