I placed the following line in the BeforeOpenTables, and it returns the correct value:

DEBUGOUT 'BeforeOpenTables:' + TRANSFORM(thisform.DataSessionId)

Worked in both VFP 6 and 7. If you continue to get the error, can you move the method call to the form INIT?
